Job Description

ActioNet is looking for an Enterprise Architect with an an Active Secret  clearance for a Navy Program, located in Japan. 

The candidate must Minimum of three years of experience in a related IT field and: 

Excellent customer service/support skills.
- Strong communications skills to interface with Portfolio Management related counterparts to include higher echelon staff, other Navy organizations and vendors.
- Ability to track and maintain the requests which can exceed multiple years.
- Technical knowledge of applicable DoD, DoN, and HQ instructions, policies, and procedures.
- Meets CSWF qualifications required for Specialty Area 804 – Portfolio Manager (Journeyman).

Summary:

Provide portfolio management knowledge management, portal contents development and implementation support for CNRJ / CNFJ and its installation sites in accordance with guidance provided by CNIC and higher authority. The Contractor shall assist CNRJ / CNFJ with identifying
those functions and capabilities required in order to ensure they are best satisfied and preserved within the Region Japan IT portfolio. CNRJ / CNFJ is responsible for the on-going management of the IT Portfolio processes and tasks as the Region Japan Portfolio lead. These processes and tasks are in place to continue streamlining IT overhead within the DOD. The reduction and consolidation of the duplicative IT systems, applications, and databases through the guidance of the CNIC and higher authorities. The Contractor shall also conduct research on technology trends and documentation as required.
- Maintain records of Portfolio Management instructions, directives, guidance, policies, and procedures
- Maintain license records and files either in electronic or hard copy formats for all software licenses under the responsibility of CNFJ / CNRJ
- Implement, monitor, and report compliance with applicable instructions, directives, and tasking orders
- Assist with developing and disseminating region-wide instructions, guidance, and procedures
- Attend Portfolio Management meetings, working groups, and process teams as required
- Submit departmental reports, such as input to command budget, data calls, HQ requests for information,
and taskers.
- Advise, review, and recommend Application solutions and processes to support IT and communications
projects and initiatives
- Maintain and use Portfolio Management tool, including Enterprise Mission Assurance Support Service (eMASS), Department of Defense Information Technology Portfolio Repository- Department of the Navy (DITPR-DON), DoN Application

Basic Qualifications:

  • DoD Secret Clearance
  • DoD 8570.01-M/DoD 8140 IAT II certification.
  • Minimum of three years of experience in an IT field with a focus on Network & Systems Engineering
  • Minimum three years experience working on the Navy ONE-NET or NGEN/NMCI
  • Knowledge of Cybersecurity DoD, DoN, and HQ instructions, policies, and procedures.
  • Education: Bachelor Degree in Computer Science or closely related field. Bachelor Degree can be waived with five continuous years performing IT Network Engineering tasks.
